Would-be Reagan assassin faces hearing that could expand freedom

File photo of Hinckley Jr. arriving at U.S. District Court in WashingtonBy Ian Simpson WASHINGTON (Reuters) - A U.S. federal judge begins hearings on Wednesday on whether would-be presidential assassin John Hinckley Jr. could get more time outside the mental hospital where he has lived since shooting Ronald Reagan in 1981. Hinckley, 59, has been allowed since December 2013 to leave Washington's St. Elizabeths Hospital for 17 days a month to stay with his mother in Williamsburg, Virginia. Hinckley shot Reagan and three others, including White House press secretary James Brady, in an attempt to impress actress Jodie Foster, with whom he was obsessed. The hearing before U.S. District Judge Paul Friedman will determine whether the terms of Hinckley's confinement should be changed, and could last months before a decision is made.

A trader holds a four carat diamond worth about US$8,000 in the town of Koidu in eastern Sierra LeoneBy Sarah N. Lynch WASHINGTON (Reuters) - Nearly 80 percent of American companies surveyed by two human rights groups failed to meet a U.S. rule requiring they monitor whether their products contain minerals from war-torn Africa. The joint report by Amnesty International and Global Witness is the first by outside groups to analyze so-called "conflict mineral" disclosures by U.S. public companies complying with the Securities and Exchange Commission rule. “The conflict minerals law is an opportunity to clean up global mineral supply chains. The survey of 100 companies found that 79 percent of them failed to meet all the minimum requirements, and 41 percent to show they had policies to identify risks in their supply chain.

ICRC seeks better access and funding to confront Yemen crisis

The International Committee of the Red Cross (ICRC) on Wednesday welcomed the end of Saudi-led air strikes in Yemen, but said that the humanitarian situation was "catastrophic" in the country and a political solution seemed distant. "The collateral damage done to the civilian life and property by the air strikes as well as the ground fighting is absolutely shocking, particularly in the cities of Sanaa, Aden, Taiz and Marib," ICRC regional director Robert Mardini told a news briefing on return from a three-day trip to Yemen. The aid agency urged all warring sides to facilitate aid delivery and appealed for funds to provide food for 20,000 families in Yemen over the coming three months.

In Illinois, the pain of budget cuts stings daily life

By Fiona Ortiz CHICAGO (Reuters) - No one answers the Illinois Tobacco Quitline's telephone anymore. Its 27 staff members were laid off suddenly last week when the stop-smoking program's $3 million grant was suspended as part of $26 million in immediate spending cuts by the state. For a state grappling with a $1.6 billion budget deficit, which has made Illinois a poster child for fiscal woes, the amount is a small drop in the big bucket of cuts needed to close the gap. New Republican Governor Bruce Rauner, who campaigned on promises to get the state's finances under control, implemented the cuts.

EU proposes new GM import approval rules, allowing opt-outs

The European Commission proposed on Wednesday a new law allowing individual EU countries to restrict or prohibit imported genetically modified crops even after they have been approved for use in food and feed by the bloc as a whole. The proposal risks upsetting trading partners, particularly the United States, which wants Europe to open its doors fully to U.S. GM crops as part of a planned EU-U.S. free trade deal. It has also already drawn criticism from environmental groups, who fear the new rules will in fact allow in a flood of GM crops, while not providing the legal grounds for national governments to opt out. The Commission said member states that opted out would have to justify their decision to do so.

Roche more confident in beating Alzheimer's after Biogen data

By Ben Hirschler LONDON (Reuters) - Swiss drugmaker Roche has "renewed confidence" that drugs targeting potentially brain-destroying plaque can fight Alzheimer's disease, following promising results with a product from a rival. Pharmaceuticals head Daniel O’Day said on Wednesday Roche would look again at prospects for two of its experimental Alzheimer's drugs, both of which suffered setbacks in 2014, in the wake of recent data on Biogen's drug. Aducanumab is similar to Roche's experimental product gantenerumab in the way it blocks beta amyloid, a protein that forms toxic brain plaques that are theoretically an underlying cause of the memory-robbing disease. The Basel-based company has insisted all along it is not giving up on Alzheimer's and O'Day told reporters, after presenting quarterly sales figures, that Roche was evaluating in detail earlier research on gantenerumab and crenezumab in light of the Biogen data.

U.S. could use vaccines being developed to fight bird flu in poultry

Chickens feed from a row of feed bins at C&A Farms in Fairmont, North CarolinaBy Tom Polansek and P.J. Huffstutter CHICAGO (Reuters) - Faced with a deadly bird flu outbreak that has infected millions of chickens and turkeys, the U.S. Agriculture Department could turn to what it has always seen as a last resort: readying and deploying a vaccine to fight the disease. Up to now, the USDA has said it would prefer not to allow farmers to vaccinate their flocks, as doing so could prompt wider import bans on U.S. poultry and eggs in the $5.7 billion export market. The USDA has been working to develop a vaccine that would protect chickens and turkeys from this highly contagious strain of flu. An outbreak on an Iowa egg farm that housed 3.8 million birds and had a reputation for tight biosecurity rocked the industry when it was reported on Monday and triggered tougher measures on farms to keep infections at bay.

Tennessee governor expected to sign bill requiring abortion waiting period

By Tim Ghianni NASHVILLE, Tenn. (Reuters) - Tennessee abortion clinics will have to be licensed as surgical centers and women will be required to wait 48 hours after counseling before undergoing an abortion under bills approved by state lawmakers on Tuesday. Republican Governor Bill Haslam is expected to sign both measures into law when they get to him, a spokesman said. Tennessee would join 22 states that require abortion providers to meet ambulatory surgical center standards and 26 states that have waiting periods, according to the Guttmacher Institute, a research group that supports access to abortion. The measures follow a Tennessee amendment approved by voters in November that allows the state General Assembly to change abortion policies for the first time since the state Supreme Court struck down abortion restrictions in 2000.
